The “forced replacement” stage of the explosion-proof robot has begun

Narrow, hot, humid tunnels with a continual threat of gas and dust that obstructs eyesight are found hundreds of meters below the surface of mines. For many years, the physical labour of miners has been the only source of support for these hazardous, draining, taxing, and unclean activities. However, the question of who will mine coal in the future now hangs over every coal firm and cannot be disregarded. Robots are becoming a practical option.

But it’s far harder to send robots into subterranean mines than it is to run a marathon on the surface. Many companies have joined the mining robots sector in recent years, although the majority of devices are still in the “demonstration phase.” These robots rapidly become inoperable if they are placed in actual subterranean settings with unstructured terrain and unidentified circumstances. China’s 15th Five-Year Plan, which was released in 2026 and has a stated goal of reducing the subterranean labour by 20%, has put the whole sector to the test.

Policy Directive

On August 10, the National Energy Administration and the National Development and Reform Commission formally unveiled the “15th Five-Year Plan for Coal Industry Development.” The mining robotics industry was once an optional endeavour, but a key statement—“vigorously implement intelligent transformation of coal mines with severe disasters and those that have experienced major or larger accidents, and promote robotic replacement in hazardous and labour-intensive positions”—has made it mandatory.

2030 Strategic Goals

This is more than just a catchphrase. The plan has established specific goals: by 2030, the percentage of intelligent coal mines in the country’s coal production capacity should rise to 75%, the overall number of underground workers should decrease by more than 20%, and the regular operation rate of intelligent working faces should be at least 80%. At the same time, pilot projects for the application verification of mine robots have been started by the National Mine Safety Supervision Bureau. Before operation-type robots can be promoted, they must work consistently in actual mines for at least six months.

The “Notice on Carrying out Pilot Work for the Application Verification of Mine Robots” was jointly released in May of this year by the Comprehensive Department of the National Mine Safety Supervision Bureau and the General Office of the Ministry of Industry and Information Technology. It made it clear that efforts should be accelerated to promote the research and large-scale application of mine robots as well as to promote the substitution of robots for “dangerous, tiring, arduous and dirty” positions.

The Shift to Operation

The signal is quite evident when the two documents are combined: Mine robots are now challenging jobs with timetables and assessment indications rather than a “promoting exploration” approach. The days of using PPT and prototypes to get projects are almost over. Robots have to descend down the mine, work nonstop, and genuinely assist people.

Mine robots are moving from the “demo stage” to the “continuous and stable operation stage” due to the necessity of policy-driven substitution and the industry’s inherent technological obstacles. The primary criterion for categorising businesses is now explosion-proof competence.
